Shang Jingcai
President
Male. Born in November 1921,hejoined the revolution in May 1938 and joined theParty in September 1938. On June 27, 1979, approvedby theNo.203documentissued bythe Zhejiang Provincial Committee of the Communist Party of China[1979],the University Affairs Committee of Zhejiang Radio and Television University(ZRTVU) was established, and Shang Jingcaiwasappointed as president, who alsoserved asminister of the Ministry ofEducation andHealth ofthe CPC Zhejiang Provincial Committeefrom June 1979 to June 1981. From June 1981 to April 1983, he served asamember of the Standing Committee of the CPC Zhejiang Provincial Committee and director of the Publicity Department of the CPC Zhejiang Provincial Committee. From April 1983 to January 1988, he served as deputy director of the Standing Committee of Zhejiang Provincial People’s Congress. From January 1988 to February 1993, he served as chairman of the CPPCC Zhejiang Provincial Committee.
Chen Jinqi
President
Male. Associate professor, born in February 1938. He joined the Party in June 1959. After graduating from the Department of Mechanical Engineering of Zhejiang University in July 1965, he started working in Zhejiang University. After November 1982, he was transferred to ZRTVU, serving as the vice president and a member of the Party committee. After February 1984, he served as deputy secretary of the Party committee and vice president of the university. After December 1990, he presided over the general affairs of the university Party committee and administration. On September 15, 1992, according to the No. 59 document issued by the Zhejiang Provincial People’s Government [1992], Chen Jinqi was appointed as the president of ZRTVU while Shang Jingcai no longer served as the president. Chen Jinqi was a deputy of the 8th People’s Congress of Zhejiang Province, a member of the Science, Education, Culture and Health Committee of the Provincial People’s Congress, and a member of the 8th Committee of the Zhejiang Provincial Committee of the Chinese People’s Political Consultative Conference. He currently serves as vice chairman of the Chinese Audio-Visual Education Association, chairman of the Zhejiang Radio and Television Education Society, vice chairman of the Senior Professors Association of Zhejiang Province and executive director of the National TV Secondary Vocational School Textbook Compilation Committee.
Zhang Jinshan

Male.Researcher, born in July 1945 in Changxing, Zhejiang Province.Havinggraduated from the History Department of Hangzhou University in 1968,he wasspeciallyrecruited into the army in September 1970 and joined theParty in February 1971. He has successively engaged in secretarial work, theoretical research, journalism, political education, etc. in the air force division, the army and the Air Force Political Department of the Military Commission. He hadsuccessively held the posts of mechanic, platoon leader, officer and chief of publicity section.Awardedthe third class meritonce and praised twiceby the Political Department of the air force,he alsowon the title of “Model Communist” and “ExcellentPoliticalTeacher of theAirForce”. In February 1986, hewastransferred to Hangzhou University and successively served as deputy director and director of the president’s office. He was promoted to associate professor in 1991, the same year when he won the title of “NationalExcellentEducator”.In 1992, hewas dispatched toYin County as deputy county magistrate.Since February 1994, he had served as vice president of Hangzhou University.In 1997, he won the title of “ExcellentMilitaryDemobilizedCadre” of the province.From March 1999 to November 2004, he served as secretaryof the Partycommitteeandpresident ofZRTVU.From November 2004 to January 2006, he served as president ofZRTVU. He once served as a member of the Ninth CPPCC of Zhejiang Province, deputyofthe Ninth National People’s Congress of Hangzhou, president of Zhejiang Modern Distance Education Society, director of ChinaMarketEconomyResearchAssociation, president of Hangzhou University Press and the vice president of ZhejiangAdministrativeManagementSociety.
Fang Zhigang
President
Fang Zhigang.Male.Professor, born in June 1956, Yiwu, Zhejiang Province. Fang joined the CPC in April 1978 and graduated from the Forestry Department of Zhejiang Forestry University and started working there in February 1982. He successively served as a teacher of the Insect Teaching and Research Office,deputydirector of the Party Academy Office,secretary oftheParty General Branch of the Garden Department anddirector of the Party Academy Office. He has been a member of thePartycommittee of the college since July 1989. In December 1991, he was appointed asdeputysecretary of the Partycommittee of Kaihua County. In March 1995, he served asvicepresident of Zhejiang Forestry College and had presided over the administrative work since August 1998. In September 2000, he was transferred to China Jiliang College, serving asdeputysecretary of the Party committee. Since August 2001, he served asdeputysecretary of the Party committee and vice president of thecollege (presiding over administrative work), and was promoted toprofessor in November of the same year. In January, 2006, he was transferred toZRTVU, serving aspresident anddeputysecretary of the Partycommittee. Hehadserved assecretary andpresident of the Partycommittee since March 2008. From January 2014 to October 2016,he served assecretaryof the Partycommittee and was engaged in forestry insect teaching and scientific research for a long time. Hepublished more than 30 academic papers, and won the first prize of provincial government teaching achievement once, third prize of scientific and technological achievement twice, and five departmental scientific and technological achievement awards. He once served aspresident of Zhejiang Modern Distance Education Society,amember of the 11thCPPCCZhejiang Provincial Committee andexecutivedirector of China Higher Education Management Research Association.
Ye Hong
President
Ye Hong.Male.Researcher, born in April 1961, Wenling, Zhejiang Province. Ye joined the CPC in June 1983 and graduated from Taizhou Normal College in August 1984, majoring in physics. He successively served as a cadre ofthe Higher Education Division of Zhejiang Provincial Education Commission, deputydirector ofHigher Education Division of Zhejiang Provincial Education Commission,director of Higher Education Division of Zhejiang Provincial Education Department, anddirector ofthe Office of Zhejiang Higher Education Admission Committee. He was promoted to associate researcher in November 2004. He served aspartysecretary ofthe Provincial Education Examination Institute in February 2006 and vice president in March 2006. He was promoted to researcher in November 2013. He served aspresident anddeputysecretary of the Partycommittee ofZRTVUsince January 2014. From November 2020 to April 2021, he served aspresident anddeputysecretary of the Partycommittee of Zhejiang Open University. He is now a member of the 12thCPPCCZhejiang Provincial Committee.
Zhang Jianguo
President
Male. Professor, born in March 1970, Shangyu, Zhejiang Province, a member of the Communist Party of China. In July 1988, Zhang stayed in Zhejiang Shangyu Normal School to teach. In July 1994, after graduating from Hangzhou Normal University, he was assigned to work at Zhejiang?Gongshang?University and successively served as secretary of the Youth League Committee of the university, secretary of the Party committee and vice president of Hangzhou Business School (independent college), a member of the Party committee and head of the Publicity Department of the university. In July 2014, he was appointed as a member of the Standing Committee of the Wenzhou Taishun County Party Committee and deputy county magistrate (temporary post). In December 2015, he served as dean of Zhejiang Vocational Academy of Art. In May 2016, he was appointed as deputy secretary of the Party committee and deputy dean of Zhejiang Conservatory of Music. In April 2021, he held the post of president and deputy secretary of the Party committee of Zhejiang Open University. Having engaged in education and university management for nearly 30 years, he accumulates rich experience in education, teaching and administration, and conducts profound research into the fields of higher education management and music education with more than 20 papers published in authoritative core journals, many of which have won awards. Since April 2021, he has been serving as president and deputy secretary of the Party committee of Zhejiang Open University.
