Introduction

Established in January 1979, Zhejiang Open University (ZOU), formerly Zhejiang Radio and TV University (ZRTVU), is a new type of provincial university with the mission of promoting lifelong learning, supported by modern information technology and characterized by "Internet+". Running the university systematically under administration at different levels, and guided by the Open University of China (OUC), formerly China Central Radio and TV University (CCRTVU), ZOU takes the responsibility of giving professional guidance to 10 municipal branches, 59 county-level branches and8directly-affiliated teachingpoints.Approved by Zhejiang Organization Administration Commission (ZOAC), the university has been awarded two more titles: Zhejiang Community Education Guidance Center and Zhejiang Open University for the Elderly (ZOUE), undertaking the corresponding responsibilities. Upon the approval of Zhejiang Education Department (ZED), the university plays the role of the administration center of Zhejiang Credit Bank (Academic Credit Transformation and Accumulation Bank) for Lifelong Education. The headquarters, consisting of two campuses at Jiaogong Road and Zhenhua Road, covers a floor area of 94,000 square meters, staffed by 317 people including 83 members with high academic titles. The total area of ZOU amounts to 1.16 million square meters, with 3,685 faculty and staff, 1,191 of them offered high academic titles.

Started from implementation ofcompensatoryacademic education, the university has delivered multi-level university education, including junior college and undergraduate education for adults, audio-visual education for registered students and single-subject education, and organized self-study higher education examinations. Over the past 40 years, the university has offered 87 academic programs at the junior college and undergraduate levels, including pedagogics, economics, literature, science of law, engineering, agronomy and management, nurturing about 960, 000 professional applied talents with a junior college degree or above. Concerned about theunderprivileged, the university pursues satisfaction of social needs and promotion of educational equity. It adheres to the concept of “Where there is a need for education, there is an open university”, striving to achieve profound integration of information technology into education and increasinglyextendsthe focus downward toenterprises, communities and rural areasat thegrassrootslevel. Equal priority is given to degree education, including open education, adult education, internet higher education, TVsecondaryvocational education and non-degree education, including community education and education for aged adults. Today with about 160,000 registered students taking different types of degree education, the university keeps on enrolling 40,000 students for degree education and 20,000 students for elderly education each year, providing more than 19 million people with the training services for community education.

Currently, on the basis of ZOU, ZhejiangProvince is committed to integration of higher education resources and promotion of the university’s strategic transformation, striving with all efforts to establish it as a high-level open university and build it into the backbone of lifelong education and service center for open and distance education in ZhejiangProvince. In the future, supported by modern information technology, ZOU will be a new-style higher education university with abundant resources and thorough coverage of urban and rural areas to meet various learning needs of people from all walks of life, making lifelong learning available to everyone.

----“Zhejiang Community Education Guidance Center”wasapproved byZOAC in January 2008,which aims attheoretical research, work guidance, resources development, policy consultation, information services and personnel training. Recently, community education has been accessible to the entire province, covering all the cities and counties, including 1,230town andsubdistrict community schools and 19,252 civic village schools. There are now 14 (rated the first in China) nationaldemonstrationsites,25 (rated the second in China) national experimentalsites,and11 member organizations of the national learning alliance of cities. The average number of students engaged in community education and training reaches 19 million each year, forming the distinct characteristics of ZhejiangProvincefor community education.

---- “Zhejiang Open University for the Elderly” wasapproved byZOAC in June 2015,which aims atorganization and implementation of elderly education, provision of professional guidance for elderly education in all provincial branches and community education system, teaching demonstration, staff training, resources development, platformconstruction,theoretical research, policy consultation and information services. The university serves as Vice chairperson of “National Third-age University Allianceof Higher Education Institutions”.The open universities(open schools)for the elderlyarenow accessible to all areas atandabove the county level, including 888township (subdistrict)schools.Atotal number of 4,139 academic classes, 6 months or longer,have been set upwith enrollment of over 330,000 students and 700,000 registered students in the “Third-age Classes”. In 2017, the university was awarded “Excellent Continuing Education Institution for Adults with Extraordinary Achievements”. In 2018, the “Third-age Classes for the Elderly” was awarded the most popular lifelong learning program.

----In January 2015, “Administration Center of Zhejiang Academic Credit Bank for Lifelong Education” was approved by Zhejiang Education Department (ZED) to carry out accreditation of learning outcomes and management of academic credits as well as administration of the bank’s practical operation.11municipal and university branches have been established and upgraded, with 100 sub-centers in county-level cities or districts and 1,721 receptionpointsin townships (subdistricts), realizing full coverage of community education and adult education across the province. A total of 9.41 million people haveopened an account and 37.6 million learning outcomes in various forms have been deposited into degree education, vocational training, community education and elderly education. Since 2017, the center has also provided data support for vocational education development in both urban and rural areas.

----In March 2017, “Administration Center of Zhejiang Open Online Courses for Higher Education Institutions” was approved by ZED, which has fostered the system and mechanism of “Three Carriages”, namely, the course sharing alliance,course managing center and course sharing platform, combined to advance the construction of open online courses, full of Zhejiang Characteristics. During the time of COVID-19 pandemic prevention and control, the center, as one of the first 22 online course platforms released by ZED, provided free online course services to higher education institutions and off-campus learners. The program of “Further advancement of construction, sharing and application of open online courses, assisted by Zhejiang sharing platform of open online courses for higher education institutions” waslistedasamongthe ten mostsignificant practicesin2020to stimulate consumptionin ZhejiangProvince. Until now, the course sharing platform has offered 3,740 courses with involvement of 545 higher institutions and 17,172 teachers and 1.998 million students.

----In June 2019, “Zhejiang Internet Security Education and Training Center” was established with the approval of the Internet Security and Informalization Commission’s Office of Zhejiang Provincial Party Committee. The center has made positive contribution to the cultivation of cybersecurity talents and popularization of specialized knowledge and skills, undertaking the mission of cybersecurity training forZhejiangProvince.

----In September 2019,“Zhejiang Continuing Education Training Center for Internet and Information Security Professionals” was approved by Zhejiang Public Security Department, which caters for all internet and information security professionals by promoting continuing education training in a down-to-earth manner.

---- In September 2019, “Zhejiang Lifelong Education Research and Evaluation Center” was approved by ZED, responsible for putting forward suggestions through research for development of Zhejiang lifelong education, under the direct guidance of ZED, researching and drafting the supervision system and constructing standards for various fields, including Zhejiang high-degree continuing education, community education and elderly education. The center also accepts and conducts third-party evaluation of lifelong education across ZhejiangProvince, carrying outtheoretical researchon the system and mechanism of lifelong education andsupervisionof the citizens’ lifelong learning. It plays the main role of policy consultation for lifelong education,theoretical research, standardformulation, supervision and evaluation.
